I have much pleasure in acceding to your request, but I think it right to limit the permission by two definite conditions; the Governor of Hong Kong should not be absent for more than a fortnight, nor more than twice in one year. You will of course understand that such leave must be taken with due regard to the public service, and must be confined to places within easy reach of the Mail Steamers.
